Contextos e estimativas da Reforma Agrária no Brasil (1982-2010)

Abstract

As estratégias dos movimentos sociais vinculados à reivindicação de reforma agrária e o programas e ações governamentais para a criação de assentamentos caracterizam a história brasileira desde o início da década de 1980. A conflituosa relação entre movimentos sociais e o governo federal levou à criação de mais de 8 mil assentamentos rurais para quase um milhão de famílias, sem que, no entanto, houvesse, em grande parte dos casos, uma desapropriação de áreas improdutivas por interesse social para fins de reforma agrária, prevista na Constituição. Assentamentos “reformadores” e “não reformadores” passam a compor a pauta política de diferentes formas e se tornam uma ilustração das conquistas obtidas em contextos políticos geralmente desfavoráveis. Este texto caracteriza as diferentes conjuntas da reforma agrária no Brasil após o regime militar e apresenta estimativas sobre total de famílias assentadas em cada período, até o final do governo Lula, em 2010.
